GPREP1-By which

Please assist in understanding difference between "At which" and "By which".

Any protocol establishes regulatory norms and not the way how the norms are implemented. Rules and regulations are laid in the protocol. A nation has to abide by the regulations under the protocol.


A: protocol doesn't have to do anything how the emissions are cut
B: protocol doesn't require from a nation. it demands proper following
D: protocol is not a method or mode of operation to use word "such"
E: "wherein" word refers back to protocol. But a part of the protocol is being introduced next... So i felt wherein is also not appropriate....

Can you give more examples of why its C and not A?

It's not A because "by" means that the action is performed by the subject. Here action is not performed by agreement. The protocol is mentioned in the agreement; agreement is a document which details the protocol, agreement does not perform the action.
