You seem to know why statement B is ok so I will address A.

So the number of chais in each row are equal. However the number of rows is equal to 1 minus the number of chairs.

Therefore c x (c - 1) = 72; c^2 - c = 72; c^2 - c - 72 = 0; (c + 8)(c - 9); therefore there is 8 rows with 9 charis meanings there are 72 chairs. Sufficient
