An interesting problem more so because it is waht i lik to call "wordy". However, the underlying concept is simple.
One needs to establish if the ratio of full time employees to part time employees is greater for division X when compared to the entire organization Z, given that fact that all full time employess are EITHER in division X or in Division Y and that each division has some part time employees
Statement (1) states that the ratio for division Y is less than that for the entire organization Z. Since the ratio of full time employees to part time employees for the entire organization will be the average of the ratios for the individual divisions, it follows the ratio for division X WILL be greater than that for the organization Z.
Hence, statement 1 alone is sufficent
Statement (2) states that the division X has more than half the entire number of permanent employees and less than half of the entire number of part time employess. Consequently that ratio of the number of full time employees to the numer of part time employees for division X WILL be greater than that for the organization Z
Hence, statement 2 alone is sufficient
Therefore, doth statements, INDEPENDENTLY, are sufficient
Answer is choice D
