The minimum population that a town can have is x (say)
Any other town can at the max have 1.1x
Now as we need to minimize the x so we can assume that the other 10 town have 1.1x population

So total = x + 10*1.1*x
= 12x
And from question we have total population = 132000

==> 132000= 12x
==> x= 11000
