Yes, 1 is wrong because its unidiomatic. Why is it unidiomatic? Because thats what idioms are.

Also, the sentence tells the similarity between X and Y. Single As does not express that

so in general saying this is wrong or unidiomatic ?

Okey let me try to explain why it is wrong..
1) As congress is the legislative branch of the Federal government of the United State, Parliament is the legislative body of the United Kingdom of Great Britain and Northern Ireland.

The above sentence can easily me taken with wrong menaing.
The Parliament of UK never depends on Congress of USA.

As you are going there, I will not go there..--- The above sentence can easily create ambiguities like this..

So A should be worng. And JUST should be used for creating a menaing of Analogy..rather than a causal relation.
