take 1st statement : with this we cannot get any info regari\ding whether z < 9 or not. hence insuf.

take 2nd: if you put t = -5 then u'll get z> 3/5 so its a range. not suff.
for any value of t < -4 u'll get a range of Z that is greater than 3/5. hence insuff.
here i can also take a case of t as -4.5 as it is not mentioned that both are intergers. but we don't need that. hence insuf

take both the statements together u'll get that t < -4 and z < 9 so here put t = -5 , u'll get z > 3/5 and we know that z < 9. but even these 2 conditions are not sufficient to prove that z< 4. u can take any value of t < -4 and check. u'll not be able to get a firm answer. hence insuff.

hence E is the answer.
