To weaken: Because of last year's less availability of particle accelerators low number of articles were there.

(A) Whatever had been submitted were published: Does not weaken
(B) The average time scientists must wait for access to a particle accelerator has declined: As it has declined thus does not weaken. I feel if the avg time had increased then it would have been considered for Weaken.
(C) Just an Information.
(D) If more than one group of experiments then more publications.
(E) Policies are hampering the frequency of the article publication. Weaken.
If the problem is Easy Respect it, if the problem is tough Attack it

The conclusion is on the Articles which declined due to lesser number of partical accelarator. Weak causal connection.

any other info which can suggest some other reason on reduced articles is the winner. IMO E
