stmt 1

x < 500 & questions says 500 is the closest to X

that implies x value would be 450<= x <= 499

no information on Y

INSUFF

stmt 2

Y< 400

that implies 350<= y <= 399

no information on x , INSUFF

combining both

considering extreem ends
if X = 499 & Y = 399 , then x+y = 898 ; closest 100 would be 900

if X = 451 & Y = 351 , then x+y = 802 ; closest 100 would be 800.
still INSUFF
