Here are the rules:
All lines with negative slopes pass through quadrants II and IV. They will also pass through exactly ONE of the origin, quadrant I or quadrant III.
All lines with positive slopes pass through quadrants I and III. They will also pass through exactly ONE of the origin, quadrant II or quadrant IV.
Since statement (1) tells us that the slope is negative, it's sufficient to answer a definite "yes" to the question. (A) is indeed the correct answer.
From statement (2) we can't determine if the slope is negative, positive, 0 or undefined, so it's insufficient.
