The sentence above is modeled after Q46 on page 43 of the OG13:
Researchers have found THAT individuals who have been blind from birth, and who thus have never seen anyone gesture, nevertheless make hand motions when speaking just as frequently and in virtually the same way as sighted people do, and THAT they will gesture even when conversing with another blind person.
Here, the two that-clauses serve as direct objects of found.
WHAT have researchers found?
Researchers have found THAT INDIVIDUALS MAKE HAND MOTIONS and THAT THEY WILL GESTURE EVEN WHEN CONVERSING.
If the second that were omitted, a reader might not realize that the clause red is serving as the direct object of found, a verb that appears far earlier in the sentence.
