No information by itself about the number of males/females, hence insufficient

No information about how many voted for and how many voted against resolution K.

This is the tricky bit where you got mistaken I think. The question says that out of the 4800 people in total, some would have voted for the resolution, and some would have voted against it. However, statement 2 only tells you the fraction of the people who voted for the resolution, not the number against.

Combining (1) and (2) gives you the needed information about the number of females.
