Given:

240 men voted for the winning candidate
280 women voted for the winning candidate

Question: How many voted in election

Stmt I

Let x be the men who votes for the losing candidate
Let y be the women who voted for the losing candidate

y=7/8*x

Many numbers can satisfy this ratio

Cant get to one defnite answer for x and y

INSUFF

Stmt II

Let M be the total number of men who voted for both winning and losing candidate

Let W be the total number of men who voted for both winning and losing candidate

From the question stem we know

.30M = 240 and .40W = 280

We can easily find M AND W from here

SUFF

B)

my answer is B

Stem
Winner's vote = 240 men of (total men) and 280 women of (total women)

stmt I ) women who voted was 7/8 of men.... ok, i still don't have proportion of winners to total. So I say insufficient...

stmt II) 30% of men voted for winning, 40% of women voted for winning..
translates to 30% of men = 240 and 40% of women = 280

men * (0.30) = 240, men = 800 voteres
women * (0.40) = 280, women = 700 voters
total yo have 1500 voters

sufficient

so is it b?
