Is x + y < 1?

(1) x < 8/9 but no info on y. So, x + y may or may not be > 1; NOT sufficient.

(2) y < 1/8 but no info on x. So, x + y may or may not be > 1; NOT sufficient.

Combining (1) and (2), add the inequalities in statements 1 and 2, x + y < (8/9 + 1/8) or x + y < 73/72
x + y < (1 + 1/72) but we do not know the exact values of x and y. So, x + y may or may not be less than 1; NOT sufficient.

The correct answer is E.
