price inc prohibition assumes existing drugs - NOT on new drugs. So ppl purchasing same type prescriptions for replaced drugs, among the choices, can only address increased per capita spending.

Population growth, as in B, would have no effect. This is because the author had already addressed the choice by saying "per capita"

Because the new medications may be costlier. Governemnt's price ban was on existing prescription drugs
