So, the only way that a line will NOT venture into quadrant II is if:

1. The line has a positive slope. Any line with a negative slope will, at some point, go into quad II.

and...

2. The line has a negative y-intercept. If it's positive, it will go into quad II regardless of the slope.

So, applying that to what's given.

1) k has a negative slope. Great, we know it will hit quad II. Sufficient.
2) So, y-int is negative, but we don't know anything about the slope. Negative, it goes into quad II. Positive, it doesn't. Insufficient.

Answer is A. Hope that's helpful.
