It's not that B is wrong - B is fine, grammatically speaking - but rather it's more that D is a better, more concise version of the sentence, and holds the "so that students" intent relationship that the original sentence included and that B committed.

but i found D option bit awkward because of this wording....

belonged in the university

Don't really see your problem with the wording:

"your clothes belong in the closet."

the past tense "belonged" is used because the entire sentence is in reported speech - it reports what abbot was convinced in the past.
