The idiom is "cite X as Y"

Sometimes it is reversed because the reversing becomes necessary. In this sentence, cite as Y X has been used because X has modifier.

Example:

They have cited the book that has been awarded in the national book fair as the best one.

--> Look cited X as Y----X has been modified by a that clause. AS Y has been placed very far from "the book". One may misread "the national book fair as the best one". Actually it is the book that has been cited as the best one.

For this reason the above sentence has been structured in that way.

Answer is C.
