The city has proposed a number of water treatment and conservation projects the cost of which raises water bills high enough so that even environmentalists are beginning to raise alarms.

A. the cost of which raises water bills high enough so that
B. at a cost raising water bills so high that
C. at a cost which raises water bills high enough so
D. whose cost will raise water bills so high that
E. whose cost will raise water bills high enough so that

I know options A, B and C are incorrect. But may I ask Option D is correct because "... so XXX that..." is the correct idiom?

Yes, it is the correct idiom.

But also,D conveys proper meaning.

so xxx that and so that are both idiomatically correct. But they are used indifferent contexts.

If you have to show a degree of measurement, use so xxx that and if a reasoning is to be shown, use so that.

E.g. both the following statements are correct.

1) That guy is so fat that he has trouble getting up by himself.
2) I stopped so that you could catch up.
