Let C be the number of customers and B the number of errors in division B. The questio asks you to find B*100/C

From (1)

((86+B)/(4860+C))=(1.5/100)

Its imposible to find B/C from the above equation. INSUFFICIENT

From (2) The value of C is given but we donot know B. so INSUFFICIENT

BOTH (1) AND (2) put the value of C from (2) in the equation in (1) to calculate B. Then calculate B*100/C. So both are SUFFICIENT C is the answer
