1. t < 5

t can vary from 0 to 4. You get different decimal values. Insufficient.

2. 0.t73 < 1/t

Plugin values (0-9),

t=1, 0.173 < 1 (Yes)
t=2, 0.273 < 1/2 or 0.5 (YES)
t=3, 0.373 < 1/3 or 0.33 (NO)

You have 2 values of t that satisfies stmt II. Insufficient.

Combined,
You again have those 2 values of t. Insufficient.
