Good question, Viper - like maihuna, I doubt that they change the questions very often, especially when you consider:
1) It's a service that GMAC provides for free, so there isn't much incentive to stay cutting-edge and consistently new. This isn't all to say that GMAC is evil and profit-hungry, of course (I actually really admire the organization), but adding new questions and maintaining the tests obviously comes at a cost...
2) There are only so many questions that GMAC has and can retire, and with the OG series those retired questions make a pretty good amount of money for GMAC and its publisher - and its publisher, Wiley, is a new partner over the last 18 months or so and I'm sure is pushing them to pour more of their questions into that profitable series.
3) GMAC's expectation has to be much more for people to study for 1-3 months than for anything that much longer, so I can't imagine it feeling an obligation to provide anything more than the two free tests and the opportunity to purchase the OG and its verbal and quant supplements. Its job is much more to be fair as a test administrator than it is to be helpful as a test preparation service, so in all likelihood it probably doesn't want to reward those who keep refreshing tests hoping to get more of an edge.
That all said, people are pretty much in agreement that you can take each test at least 2-3 times without seeing enough repeat questions to make a dramatic difference in your score and experience, so there's definitely a lot of value in those tests.
