Using extraneous incentives to get teenagers to change their attitude toward/towards school and schoolwork won’t work.

which one is better: toward or towards? what is the subject of toward(s)?

please throw some light on this. thank you!

IMO
The sentence can be stripped into -

Attitude of teenagers towards/toward school will not change.

In normal usage both are fine.
In GMAT toward is better.

Point of interest can be, toward is not verb but preposition. so its not a question of subject-verb agreement.
When you think you can or you cannot, you are generally correct.
