I went with D.
First one is a summary question is it evidence. It is the first conclsion reached by the bank depostors.
sec- is the author's conclusion. So wont it be the final say.

This conclusion is : They might well be overoptimistic in based on the evidence that the top executives evidently have faith in the bank’s financial soundness (intermediate conclusion of the argument) so the correct answer must be E.
