A -> souded pretty good to me on the first read
B -> "the same .. as with" is not idiomatic
D -> the first part is not parallel: "to help ... and developing"

With C and E the first word "to plan" is generally not incorrect (you can use "help" with and without "to"), but here the sentence becomes unclear: are researchers or surgeons developing programs?
