Another one..

Correctly measuring the productivity of human resources personnel can be difficult. Consider, for example, human resources managers: they are often thought to be more productive if they hire more employees within a shorter period of time. But is this true? What if the new employees are not as qualified as other employees whom it may have taken longer to hire?

The objection implied above regarding the evaluation of the productivity of human resource managers is based on doubts regarding which of the following statements?


Examining an employee's qualifications is the most important step in the hiring process.

A) The qualifications of employees are perceived differently by different human resources managers.

I will also go with C as this is the only option which causing objection.

I was thinking about the option with number and Cm but I feel C has better edge.
