OG verbal question

Can some one explain me this?
OG verbal question-
However much united states voters may agree that there is a waste in govt and that the govt as a whole spends beyond it's means , it is difficult to find broad support for a movement toward a minimal state.
A. Same as question
b. Despite the agreement among united states voters to the fact
c. although united states voters agree
d. even though united states voters may agree
e. there is agreement among united states voters that.

OA is A but i think it can not be the answer as US voters is a countable stuff so option A should use MANY not MUCH. Although I agree that there are only two options which use THAT after agree ( Option A and D). But still A does not sound right because of the above reason. Please explain this to me.

Please ignore this question as I got the fact that MUCH is used to associate agreement rather than number of voters.
