The answer is B

(A) income; and forty-four percent in 1984 <cannot use ";and" >
(B) income; in 1984 the figure was forty-four percent
(C) income, and in 1984 forty-four percent < to me the portion in red sounds like half information with something missing, not a complete expression>
(D) income, forty-four percent in 1984 was the figure <44% of what>
(E) income that rose to forty-four percent in 1984 <income did not rise>

IMO B.
In C we have a comma before 'and'. This means this 'and' should be followed by a clause.However, that is not the case.
I think C would have been correct, had it introduced a subject after 'and':

...income, and in 1984 it represented forty-four percent<of an average....this would be the elliptical part>

I was seeing some kind of elliptical parallelism in C, so I became confuse with C
