A pronoun is used to replace a noun.
Answer choice E contains the pronoun it. On the GMAT -- and in the real world -- the pronoun it often is ambiguous.
If an answer choice contains a pronoun, and you don't know EXACTLY which noun is being replaced by the pronoun, eliminate the answer choice.
E is wrong because we don't know which noun is being replaced by the pronoun it. (The phrase do it is trying to stand in for accord full refugee benefits, but the pronoun it can't be used to stand in for the verb accord. A pronoun can replace only a noun.)
