Do you mean 1/16 percent of 25?
Let's assume that you do...

Foundational examples:
First recognize that 13% of something is the same as 13/100 TIMES something
Likewise, 45% of something is the same as 45/100 TIMES something

So....
1/16 percent of 25 = [(1/16)/100](25)
= (1/1600)(25)
= 25/1600
= 1/64
= A

16th percent of 25 = (16/100)*25 = 4.

But i think you made a typo in the question as Brent pointed out.
1/16th percent = (1/16)*(1/100)*25 = 1/64

Correct Option: A
