the technique for this question is to read it carefully and understand what he is asking..it a very very cleverly worded problem..

he just wants us to take find out what % is 10 out of 80

10/80 = 12.5%..

If u find it difficult to understand that... use the more conventional method of solving ..using equations..

Let 100 be the total no of motorist

10 percent of the motorists exceed the posted speed limit and receive speeding tickets = 10% of 100 = 10

Let x be the no of motorist who exceed the limit.

Hence we have the equation :
x = 0.2x + 10
x = 10/0.8 = 12.5

i hope it helps...

I can show this Q by picture

___________________ 100% (100 people) ______________________________

exceeded - x%...............................│........... not exceeded
___________________________________________________________________
20% - no ticket │80% - got ticket.....│
10% from total- 10 people

Proportion:

80 - 10
100 - x
x=12,5

12,5 people exceeded :-)
