(B) lower than that of
(C) and lower than that of
(D) which is lower than in
(E) which is lower than it is in

OA B
I got the ocrrect OA. but I thought the correct answer needs to start with "which"
Some thing like "which is lower than that of".. hence it could correctly modify 111$

It looks like "lower than that of" is missing a preposition. PLease can someone explain

Your sentence: Bihar is India's poorest state, with an annual per capita income of $111, which lower than that of the most impoverished countries of the world.

In the above construction of yours, the word 'which' refers to $111. But that will not support the intended meaning. We need to compare 'annual per-capita income' of Bihar with 'annual per-capita income' of the most impoverished countries of the world. The following sentence is better, and is thus correct.

Bihar is India's poorest state, with an annual per capita income of $111, lower than that of the most impoverished countries of the world.

Comparison tip: whatever is right after 'than' should be compared with something before 'than'. If 'in' is after 'than', there should be a parallel phrase before 'than' that also begins with 'in'. (See the Halley's Comet question at the end of OG 12.)
