A and D both are same except the qualifier part: “In accessing” and “In the assessment.” I would go for A, simply, because it’s pithier. Experts might have a better explanation.

To find the difference between A and D, I did googling, and here is what I found:

In A, “In accessing…, the question” means the agent of action is the question, and that’s illogical. While in D - “In an assessment of the problems…, the question”, the qualifier is a noun phrase, properly qualifying the question.

Answer is D.

What's wrong in C - this sentence is trying to convey two things:

1) The question X is better than Y is irrelevant
2) assessment of problems faced by rural workers

In C, the sentence is squeesed! It is saying the question is irrelevant in assessing the problems!
"Native of" is used for a individual while "Native to" is used for a large group

IMO: A

"assessing the problems.." is the main idea of the sentence and hence sentence should start with this, B and E make the question more important.

also in B "they" is plural but refers to "worker"

C is awkward and wordy, "that" is not needed here

D: Changes meaning of the sentence. It says that "in the assesment"...so the assessment is complete and now we are talking about this Q whereas in original sentence it says whether one should consider this Q.

Guys guys... D has the same issue here. they can refer to both, problems or rural migrant workers. So I doubt D is right based on that logic. I am going with B. OA pls!!!

Problem with C:

stylistic preference - 'the problems faced by rural migrant workers' is better than 'the problems that rural migrant workers face'

Stylistic preference:

in formal writing, the NOUN1 VERBed by the NOUN2 is preferred to the NOUN1 that the NOUN2 VERBed.

the only thing that's actually wrong with (c) is that it contains "the problems that migrant workers face", a construction that is considered inferior, in formal writing, to "the problems faced by migrant workers".

in general, "the X that Y VERB" isn't as goot as "the X VERBed by Y".

we are going to improve this problem soon, though (it's one of ours). it is very, very unlikely that such a subtle difference would be the only determinant of an incorrect answer choice (as it is here).
