P# = P/(P - 1)
P## = [P/(P - 1)]# = [P/(P - 1)]/{[P/(P - 1)] - 1}
= [P/(P - 1)]/{(P - P + 1)/(P - 1)}
= [P/(P - 1)]/{1/(P - 1)}
= [P/(P - 1)] * (P - 1)
= P

Let p=3.

Then p# = 3/(3-1) = 3/2.

Then (p#)# = (3/2)# = (3/2) / (3/2 - 1) = (3/2) / (1/2) = 3.
This is our target.

Now we plug p=3 into the answers to see which yields our target of 3.
A quick scan reveals that only C works.

The correct answer is C.
