Jay - Is it C? This appears to have a modifier problem.

Wild-life officials and New Jersey cannot be modified by "with no natural predators". So, A B D and E are out.

OA is C.

Can you please explain why New Jersey cannot be used as the modifier.
I don't understand how "with expanses of green suburban
neighborhoods" can modify "deer population".

Even I had reservations about the second part of the modifier, but I was confident about "With no natural predators".

We cannot say "New York doesn't have natural predators", but we can say "deer population doesn't have natural predators".

So, C.

Jay - At times, we get so involved with the nitty-gritty of the question that we loose our focus. This happens in SC most of the time.
