Comparison twice the population

I get confused with the usage of twice sometimes. Which of the following sentences is correct and why?

The population of Ukraine is twice the population of France.

The population of Ukraine is twice as much as the population of France.

Should population be treated as a numerical quantity or like people ?

Please ignore the truth of the above statements :) .

Know the following:

Original =X

X is twice as much as Y, then, X =2Y

Two times X = 2x

Two times more = X +2x =3X

Half as much = x*1/2 =x/2


The similar type of constructions will help.
