2 questions:
1) however here has the meaning of despite?
2) In the book in which I take this question there was written that B is wrong because sinche that parents may agree there is no fact. But, to me, it can be a fact that someone may or may not agree

1) "However much" is less definite than "despite." It's saying that no matter what the level of agreement is (whether it's a little or a lot), it is difficult...

2) If you don't know whether the parents agree, I don't think you can call it a fact.
