Let the 2 different size be S1 and S2. We have the following colors: B,G,Y,P

3 notepads of same size S1 and same color are packed = (BBB) + (GGG) + (YYY) + (PPP) = 4 ways

3 notepads of same size S2 and same color are packed = 4 ways (same as above)

3 notepads of same size S1 and different color are packed = (BGY) + (GYP) + ((YPB) + (PBG) = 4 ways

3 notepads of same size S2 and different color are packed = 4 ways (same as above)

Total = 4+4+4+4=16 ways = C.)
