Currently, the "old" are 800*70/100=560
y among these 560 are going to retire and we want the "old" represent 60% of the total number of employees, it can be written like that:
560-y for the number of "old"
800-y for the number of employees in the society after the y retired, otherwise you have the result 80
(560-y)/(800-y)=60/100
56000-100y=48000-60y
y=200

You have two fractions, to solve it you "cross multiply". For example a/b=c/d --> a*d=b*c
(560-y)/(800-y)=60/100
(560-y)*100=(800-y)*60
56000-100y=48000-60y
8000=40y
y=200
