You have posted this in the wrong section.

Anyways here is the answer.

important point to note is "of united states citizens"

citizens is the subject of preposition "of", infinitive form can never be the object of the preposition only a gerund can. This eliminates C, D & E.

Out of A and B, "jumped at" is incorrect, it has to be "jumped to".

Thus B is the answer.
