Phew !! I am literally scared of fully underlined SCs :(

IMO B.

Bush experienced considerable criticism from economic conservatives, insisted that low taxes created wealth, and contended that deregulation promoted innovation - this seems to be intended meaning.

D lacks parallelism.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

I think B changes the intended meaning of the sentence by using the word insisted.........
