Expectations - future tense, need will or would, only B satisfies (E has it error).

A: dont need that, that is only used when the comparison noun is missing. If you replace that with personal spending then the sentence wont make sense; "doubled personal spending of the 1.4 percent growth rate in personal speding..."
C:it error
D: SAME as A, and doubling word
E: it error and that error.

So B.
