New residents

Recently in City X, developers have stopped buying land, contractors have found themselves going without work for longer periods, and banks have issued fewer mortgages. There must be fewer new residents moving to City X than there were previously.

Which of the following indicates a flaw in the reasoning above?

1]This year several housing blocks have gone on the market after being held up for months by legal red tape.

2]The average size of a new home has increased significantly over the past several years.

3]Re-sales of condominiums have increased over the past six months.

4]The cost of materials such as lumber and cement has decreased over the past year.

4]Sales of other big-ticket items, such as automobiles and boats, has remained steady over the past year.
The GMAT is indeed adaptable. Whenever I answer RC, it proficiently 'adapts' itself to mark my 'right' answer 'wrong'.

i feel A is more correct compared to C....

problem with C
"contractors have found themselves going without work for longer periods" probably bcz new construction is less and new residents r replacing old residents. So C does not have a flaw

Answer is A. Since several blocks which were held up have gone to the market, its definitely going to increase number of new residents coming to city X.

C can be flawed on two reasons..
1. we dont know whether reselling is happening among the residents of X itself. We are not sure whether resold houses are bought by residents of X itself
2. We dont know to what extent reselling has increased. Question stqatement also saying new residents will come but in fewer number, from C, we cannot say that reselling has incresed significantly

I am leaning more towards C, but I'm not sure about it.
