Based on process of elimination here, I would say B. Neither the accuracy of the historical data nor emotional considerations are discussed, and neither of the arguments in C or E are ever mentioned. That just leaves B, which addresses the issue of what "innate" really means, just as the argument does.

Incidentally, this isn't a parallel reasoning question. Those usually have an argument, and each answer choice is another argument, one of which has the same logic as the original. This question would be better described as "method of argument," I think.
