A purpose is best illustrated using an infinitve, to+verb . So if there is not other reason one can choose an infinitive construction. Besides the that construction in D and E is simply wrong.

Out of B and C smilarly B concisely explain the same concept. SO I will pick B.

Infinitive should be used to state purpose or if the result of the action was intentional and Op B correctly uses that....Op C is too wordy...
