Although, I got to understand the OA once I saw the explanation, but I am posting this question to understand the thought process involved to deal with questions like these.

C looks good.

the student never endorsed verbal harassment, the student just said its not wrong to speak one's mind. the dean does mistate the students version

I did not post the OA for the sake of discussion.There are quiet a few people who come up with very weird reason for the given OA.

The dean is does not intend to counter the students argument.. instead sidesteps it.. and chooses a take a alltogether different stand!

I was thinking of B:
But on second thought.. Dean is not comparing Speech with any other "behavior"..as no other "behavior" is talked about in the argument?

Do i make sense..as far as B goes...;-)

C is the most suitable option in this case.
