why "does any other city" not "any other city

Local residents claim that San Antonio, Texas, has more good Mexican American restaurants than does any other city in the United States.

I dont get why it is not "than any other city does"

If you put 'does' after city, it sounds as if the city is doing something. The original sentence correctly emphasizes on the availablility of the good restraunts in San Antonio than any other city.
