Why would schools not want the most exceptional people? In everything? There is no "right amount" of Truly exceptional, although I would say having ALL is truly rare.
Does your recommender think you are truly exceptional in 9 out of 12 of those traits? Then why should he/she NOT write it? A little explanation on his/her part might be in order, but aim for as good as you can get.
