The 151 member governments of the World Bank are expected to increase the bank's funding by $75 billion, though some United States legislators cite an obstacle to congressional passage being the concern that the bank's loans will help foreign producers compete with American businesses.

First, the legislator cannot cite the obstacle. They must cite the concern. The concern cited is the obstacle. Eliminate A.

'that the bank's loan will help...' is a subordinate clause that describes the concern of the legislator. So the right answer must correctly tie the end of the sentence to 'the concern'. Put 'the concern' immediately before 'that the bank...'. Eliminate B and D

c is better than E because in part because it correctly uses the idiom "obstacle to [objective]" whereas E uses "obstacle for [objective]"
