I'm confused about something. Since we know that the area is 9, meaning all the sides are 3 inches each... Why do we have to consider two sides as x, such that x is not 3. To me, since the area of the square is 9 all the sides have to be 3 inches each.

The original shape is a square with an area of 9. So you're right, to begin, all the side of the shape are equal to 3. But then, according to the prompt, two sides are lengthened to x. So now, in the new shape, two sides are equal to 3, and two sides are equal to some new length, x, that we have yet to determine.
