IMO B.

The statement describes two events in the past.

1) Violation of city's building code while constructing the buildings.
2) The buildings mentioned above were destroyed in the earthquake.

The past perfect tense should be used here to describe the construction of those buildings. Hence the contenders here are B and E.

Of these contenders, E can be eliminated because it distorts the meaning of the original sentence. The usage of "some of the buildings.." is not correct.

original sentence:

Some buildings (that were destroyed and heavily damaged in the earthquake last year) were constructed in
violation of the city's building code.

ignore the modifier part in the brackets. see that it does not say that some buldings were constucted last year.

The opyion E can be re-written as below.

Last year, some of the buildings (that were destroyed or heavily damaged in the earthquake) had been constructed..

ignore the modifier part in the brackets. see that last year, some buldings had been constructed.....WRONG..changes the meaning

does it answer your qtn?


coming to B, the correct answer choice:

construction was happened before the damage/destruction was

were destroyed --- simple Past tense
hence construction shud be in past perfect tense.
